Description: This FOA will fund a partner to 1) support the Ministry of Health Ukraine and the newly established Center for Public Health (CPH) in developing capacity in strategic information (SI); 2) conduct data collection activities or surveys to address key HIV data needs in collaboration with PEPFAR and the national SI working group; 3) conduct innovative recruitment of key populations (KP) for HIV testing and linkage to services. Illustrative SI activities include 1) development of capacity in cost effectiveness analysis, economic evaluations of public health interventions to set priorities, make resource allocations and design KP services considering limited resources 2) developing capacity in managing key population surveillance via integrated biobehavioral surveys; 3) increasing national and regional CPH capacity in data analysis and data use in particular in GIS mapping, statistical software use, grants writing and research protocol development.
