Description: Assist the Ministry of Health (MOH) in developing and implementing Performance Based Financing (PBF) programs at clinical health care site across Mozambique with the aim of improving the quality of care across the HIV/AIDS clinical cascade. This will include development of operations manuals, training materials, dashboards, and other materials, as well as technical assistance to the MOH and implementing partners in support of PBF activities. It may also include operational research and program evaluations to assess the impact of MOH PBF programs. The awardee will be responsible for coordinating with the MOH and other partners to ensure the PBF activities are consistent with and aligned to other activities at clinical sites and that PBF is integrated with other quality improvement efforts.
