Description: The purpose of this FOA is to engage local community based organizations (CBOs) in the national response towards HIV epidemic control by providing comprehensive HIV prevention, care, and linkages to treatment for MSM and transgender (TG) groups in China. The grantee will collaborate with local stakeholders to increase access to and uptake of quality, tailored HIV prevention interventions, and to apply innovative approaches to improve testing and counseling, referrals, linkages to quality diagnostic tests, care and early ART, and confidential data management systems. The grantee will develop and document innovative service delivery models for scale-up and to impact policy, while applying evidence-based tools and information to strengthen the technical and organizational capacity of its staff, organization, and local partners. Finally, the grantee will promote CBO engagement in local HIV response planning, implementation, quality management, and performance monitoring and evaluation.
