Description: The proposed FOA is intended to fund an organization to strengthen laboratory systems and support health facilities performing HIV diagnosis and/or treatment, particularly to ensure that all HIV infected patients on ART undergo viral load (VL) testing in a timely manner, in line with the UNAIDS 90 90 90 goals. These activities will also provide capacity for early infant diagnosis (EID) of children from HIV positive mothers. The FOA will ensure the establishment of fully functional HIV laboratories operating at capacity. The FOA will include the provision of the qualified staff, ancillary equipment and assistance in implementation of a quality management system (QMS) including periodic proficiency testing to ensure accurate results for HIV related tests. Additionally, the FOA will support and improve sample referral system from specimen collection, processing, adequate handling and storage as well as transportation to the labs. Other activities will focus on universal availability of HIV-related lab tests and increasing awareness of VL/EID testing to ensure maximum coverage. PEPFAR will support these activities to achieve the three 90s goal.
