Description: The 2014 Term Sheet Water Exchange Appendix between Bureau of Reclamation (Reclamation), Nez Perce Tribe (NPT), and National Oceanic and Atmospheric Administration (NOAA) details how water will be exchanged once each well is completed. The water quantities to be protected for successive wells coming on line after the pilot well are based on two factors: 1) the well’s full productive capacity defined as the maximum flow capable of being sustained by the installed well pumping system which is 2) applied as additional quantities to be protected and left instream from February through October. Based on the effect of the exchange on the Nez Perce Reservation and tribal resources, Reclamation will as a Federal trustee, consult with the NPT on the final quantification and timing of these exchange values. Lewiston Orchards Irrigation District (LOID), NPT, NOAA, and Reclamation will coordinate the delineation of the bypass flows (left instream) at the Sweetwater and Webb Creek diversion dams on an annual basis, and develop a plan accordingly which identifies how to allocate the available water between Sweetwater and Webb Creeks. This was successfully completed in the spring of 2017 for the Pilot Well. This funding will be used in conjunction with funding from Reclamation, Idaho Offices of Species Conservation Pacific Coastal Salmon Recovery Fund, and Bureau of Indian Affairs (BIA) Climate Change funds. The portion of this activity will be applied to the well drilling portion of the overall project through a sub-contract between the NPT and LOID. LOID is the primary entity on this project and is the lead for all project activities. There is no anticipated involvement from Reclamation.
