Additional Information on Eligibility: NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services. NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program.

Description: In 2008 the National Institute of Corrections (NIC) published a comprehensive resource designed to assist paroling authorities in understanding the requirements of effective evidence-based decision-making and practices with the hope that they could better understand and articulate their agency needs to funders, regulatory agencies, and other corrections system stakeholders. At that time, parole supervision agencies were beginning to embrace evidence-based practices and corrections agencies were beginning to understand what evidence-based practices meant for institutions. It was important therefore to bring paroling authorities into the conversation and assist them in understanding how these practices fit with their mission in making paroling decisions and to introduce the idea of using standardized tools in that process.
